Role Descriptions

 

INTRODUCTION

There is a core team of Parish Councillors that are working to produce a Neighbourhood Plan for Okeford Fitzpaine Parish. The following additional roles need to be filled by members of the community

HIGHWAYS

This is a key role in the production of the Neighbourhood Plan. The purpose of this role is in 2 parts, the 1st is to produce a traffic calming policy for Okeford Fitzpaine village. Speeding traffic on the 4 main roads in the village has been identified as a problem in earlier Parish plans and responses to questionnaires. The extent of Parish-wide support for traffic calming measures now needs to be established as part of building the evidence for the Neighbourhood Plan.  To fulfil this role you will need to research Dorset County Council highways policy and

  • Determine the best method of gathering evidence of speeding traffic
  • Either recruit, train and lead a team to carry out spot checks on speeding vehicles, or liaise with that team
  • present findings to the Neighbourhood Plan team
  • determine which traffic calming policy is appropriate to the Okeford Fitzpaine situation in consultation with Highways authorities, and in response to local needs
  • Document the traffic calming policy for inclusion in the Okeford Fitzpaine Neighbourhood Plan

The 2nd part of the role is to identify how to retain, enhance and improve more sustainable means of getting around the Parish. To fulfil this part of the role you will need to

  • Identify how to sustain existing levels of public transport
  • Research and identify how to increase pedestrian and cycle connectivity to the Trailway and hence to nearby larger conurbations
  • Demonstrate how the increased connectivity can improve access and usage of public transport
  • Determine outline funding requirements to implement proposals and hence use of any CIL monies
  • Present findings to the Neighbourhood Plan team
  • Document the policy for more sustainable transport for work and leisure

 

 

ENVIRONMENT

The purpose of this role is to produce a policy for protecting and enhancing the natural environment of Okeford Fitzpaine Parish against a background of change and development. To fulfil this role you will need to

  • research and document the areas of environmental importance in Okeford Fitzpaine Parish
  • identify any areas of flood risk and mitigating factors needed in any future developments
  • present findings to the Neighbourhood Plan team
  • develop policies to protect and enhance biodiversity, geodiversity and quality of natural habitats for inclusion in the Okeford Fitzpaine Neighbourhood Plan

PARISH HISTORY

The purpose of this role is to research and document a short history of the Parish pre 1900, and then to document the development of the Parish from 1900-2015. To fulfil the role you will need to

  • produce a short history of Okeford Fitzpaine Parish pre-1900
  • produce a map of Okeford Fitzpaine village showing the addition of each major development from 1900-2015
  • Prepare documents for inclusion in the Neighbourhood Plan

CONSERVATION AND HERITAGE

The purpose of this role is to produce a policy for protecting and enhancing those areas of the Parish that are of historic and cultural importance.  The main focus of this policy will be the Conservation Area of Okeford Fitzpaine village, but will not be restricted solely to this area. To fulfil the role you will need to

  • research North Dorset District Council policies on conservation and heritage
  • build a register of those areas of historic and cultural importance within the Parish, including all listed buildings
  • produce a Parish map showing each area/location of historic and cultural importance
  • To determine the role that our heritage can play in the promotion of business and employment in the Parish, with specific reference to tourism
  • present findings to the Neighbourhood Plan team
  • develop policies for protecting, enhancing and hence sustaining the areas of historic and cultural importance for inclusion in the Neighbourhood Plan

THE LOCAL ECONOMY

The purpose of this role is to produce a policy for the promotion of economic activity and employment within the Parish. To fulfil the role you will need to

  • create a forum for local businesses and potential entrepreneurs to meet to generate ideas for business and employment promotion
  • identify how the availability of High Speed Broadband can promote business and employment opportunities within the Parish
  • in conjunction with North Dorset District Council, establish the success criteria for the integration of small business premises within new housing developments
  • consult external organisations on the promotion of the rural economy
  • identify how the Parish can develop as a tourist destination
  • present findings to the Neighbourhood Plan team
  • develop policies for the promotion of sustainable economic activity within the Parish

NEIGHBOURHOOD PLAN CHAMPIONS

The purpose of this role is to maximise the level of Parish wide response to any evidence gathering in support of the development of the Neighbourhood Plan. In the first instance this will relate to the main survey that will be used to establish an evidence base. To fulfil the role you will need to

  • attend a meeting to discuss and understand the survey
  • deliver the survey in person to between 30-60 households
  • explain the content, purpose and confidentiality of the survey, and the importance of completion
  • be available by telephone to clarify the content of the survey
  • collect completed survey in person
  • consider volunteering for follow up evidence gathering, based on responses to the initial survey

COMMUNITY FACILITIES

The purpose of this role is to determine how any Common Infrastructure Levy (CIL) monies that are allocated to the Parish might best be spent. To fulfil the role you will need to

  • build a register of existing community owned facilities
  • gather a base of evidence for the enhancement and extension of these facilities, identifying priorities
  • liaise with the Highways role on the development of pedestrian and cycle connectivity to the Trailway
  • present findings to the Neighbourhood Plan Team
  • develop policies for the future use of CIL monies to improve the Parish infrastructure, in line with the growth in population
